Query regarding fn filter

Hi i have one query regarding Fn filter.

I have a check box list having 3 option 12, 123 and 3. Now i want to filter a list according to a column in which one row has data 12 |123 and second row has data 3 (data is seprated by | rather then ,). I want to filter a list with multiple selection. Means if i checked the 3 then it has to show only 3 and if i checked both 3 and 123 then it has to show both rows. but now my issue is( using fn filter ) on selecting 3 it shows me both record (3 and 123) because its working like a word search .

Is anybody has any solution for my issue.
