On Chrome 34.0.x, all Tabletools buttons work as expected. On IE 11 buttons display properly, but CSV/Excel/PDF buttons do nothing when clicked.

It typically means that your references to the .js files are not referenced correct and / or you are missing components of the browser type itself, like an adobe plugin, etc. Have you checked under F12 what IE is really saying? For instance, a 404 error on loading or something similar? When in F12 on IE, select the always refresh from the server option. I'm using datatables with export in all major browsers and they all seem to function as expected.
In the case of TableTools it probably means that Flash is disabled since it uses Flash. Chrome has a built in Flash Player which will be why it works there.
I'd suggest you upgrade to the newer Buttons extension which has an HTML5 export option and doesn't require Flash. That and TableTools is no longer being developed.
