Table tools 'select' buttons still show a hover state when no row is selected

If you add a select button to table tools (i.e. the button is only active when one or more rows in the table are selected), when you mouse over the button, it changes to its hover state, even when no rows are selected and you can't actually click on it.

This affects the editor's Edit/Delete buttons as well as custom buttons.
