scrollCollapse not respecting specified scrollY

Specifying them this way:

            scrollY: 400,
            scrollCollapse: true,

The table has enough data to fill the viewport of 400px, yet if I set the scrollCollapse to true, the size of the viewport is being set to about 200px by datatables. Anyone have any ideas on what I am doing wrong?
