Pagination Next button and Last button disabled

Hello,

I have 50 rows in the table and I would like to display 5 at a time. Somehow Next button is displayed although it showing line below. I have 10 panels all of them are working except this one. Special thing about this panel is that each row is rendered and occupying 25% of the page. When I change to 20 items per row, I get 20 items obviously all data is there. I am not sure how to progress this further hence question. Any help would be welcome.
