is there any plugin of time filter for hh:mm:ss?
I searched everywhere couldn't find it

yadcf got support for the bootstrap-datetimepicker plugin which provide with time filtering aswell (I tried only date till now) but you can give it a try, see more details in here https://github.com/vedmack/yadcf/issues/211 , I still need to work on it a bit... but you can give it a try
