Is there a document that pertains to how to create a custom Pagination solution?

For example, what are the available properties and settings to appropriately build such solution?

Looking at available custom Pagination plugins, it is not clear what is available or expected.

I want to create:

"[Current Page Number] of [Total Pages Count] [Previous Button][Next Button]"
