The column filter plug-in you are referring to is not developed by myself or as part of the DataTables project. It is third party software and you need to contact Jovan if you are unsure about the license.

I've no idea! :-). He doesn't work for me. If the contact details aren't in the script then, perhaps the Google Code project or wherever you found the script.
