Yes it does. The posts saying that it doesn't are from years ago. TableTools (with is Flash PDF export) does not support UTF8 and never will. However TableTools is retired software and should no longer be used.
Buttons fully supports UTF8 PDF export.
If it isn't working for you, please link to a test case showing the issue.

@allan, could you please tell me how can I implement UTF8, sio PDF export button support Thai language.
The issue is that the default font that pdfmake provides doesn't include the characters for Thai (and various other languages). Their documentation contains information on how you can build a font that will suit your needs.
