Month missing from datepicker in Editor

We have a simple editor that pops-up a data entry box with three elements when clicking Add or Edit. One of the three elements is a date. When we click into the date field, the datepicker is showing correctly. However, when we use the right-arrow and page through the month / years, it skips February 2017. While on March 2017, we can click the left-arrow and February 2017 will show up. However, if we click on a day, the 7th for example, the date that is placed into the text field is 3/7/2017. If we click into the text field, the datepicker is displayed again--showing March 2017. If we click the left arrow, February 2017 is shown. If we click the 7th once again, 2/7/2017 is placed into the text field correctly.

We've tried this in a couple of browsers on different computers with the same results.

Any suggestions on where we can look? I've paged through 2016 through 2026 (the default is 10 years) and no other Month/Year combination is missing.
