cookie Callback

Hi everybody, i'm having real problems to understand how work the "fnCookieCallback " function of callbacks, i've used the example that they add it, but i can not understand the function, why send back an a variable with all the values that i passed in the method as a string. Is really weird to me.
In my particular case, what i'm trying to do is just remind a row selected when the datatable is refresh because someone refresh the webpage or someone decide change the language of the environment (yes i have the datatable inside function(){}).
Someone can please give me a tip, i don’t found anyting in google.
