fixed header is not working , Please help

I tried to give fixed header to my data table for the report. But the header is not being fixed on the place while I am scrolling the page . I have attached my html file here with on the link given below. Please can you suggest with code to get fixed header

Please ignore this thread. the given link the fixed header is working fine. But in my program it is not working. Let me check my program again and after I will start another thread.
