How to change cell background in conditional row when we export excel?

I want to change the background color in one row when the column C value is "3" . But i cant do this, because i don't know.
Please help me

@colin Okay, i've been see your example. But i want to change color in one row. For example i have column "C:3" value is "TEST" and then i want to change the background color in "A:3" "B:3". How to do this?
