Is Editor a one time purchase or is it an annual license

One time purchase. I've used it since 2016 without issue.

From the FAQs section of the Editor Purchase page:

Q. What is your update policy?
A. Your license for Editor will cover all 1.x updates, including any new features that are added and bugs that are addressed. Any updates in the 1.x series of Editor will be available for you to use, regardless of how long the release is after your license purchase. Major upgrades (such as 2.x) would require a separate license.
