Scrolling navigation plug-in deprecated?

Although the effect is a little different than the Scroller extension, I would think that the Scrolling navigation plug-in would have a note that it is deprecated in favor of Scroller:

Another indicator is that all the code looks like legacy code.

I see your point, but they are different - this is it working here. The plug-in is for pagination, not true scrolling like Scroller. It's not legacy, and there could be instances where it's still needed.
