Different behavior with reorder button and "Move to the Left / Right" menu

Description of problem: Hello,

I would like to know if it is a bug.
Int the test case, I have the first and last columns that are not reorderable.

If you try to move the second to last column to the right with the reorderable button on the header, you cannot (that is normal for me as the last column is not reorderable)

But, if you use the button "reorderRight", you can see that you are able to move the second to last column to the right.

Is it normal that there is two different behavior?

And it is the same for the first and the second column if you want to make a test.
