Is there supposed to be a difference between the CSV and Excel downloads?
Both seem to save as CSV. In which case, one of the buttons is redundant.

Almost. The Excel output is UTF16-LE with a BOM, which Excel quite likes (nothing else does!). The CSV output is UTF8 without a BOM.
Eventually I'll write a proper XLSX exporter - but just haven't had the time yet!
