Restrict reorder operation to arrow icons

Hello,

I'd like to know if it's possible to restrict the reorder operation for columns to the arrow icons at the right of the column. Specifically, I want the user to be able to reorder only by clicking on the arrows inside the column header instead of anywhere inside the column header.
