Can I show and enable the + button on responsive table even these is no hidden column?

You could alter the CSS to have it display on all columns regardless of state. The CSS will only add that icon when the table has the class collapsed - change that requirement in the CSS and it will show always. It won't actually do anything though.

because I doing responsive table with sub table, so I need it to expand child row

That's not how Responsive works though. It uses the child row display to show the hidden details, unless you have configured it to use a modal or some other display controller.
