Cancelling current row reorder - [Nightly]

Hello,

Can we cancel the row reorder, if it is not the desired row that user should be moving?
Or can we restrict the row reorder to a certain group?
I tried nightly for pre-row-reorder event. but I cannot stop the current reordering.
