Limit Characters in a Column?

So essentially, the information in my column cells is too large and I want to reduce it, but at the same time, while using the responsive feature, I want the modal in that to show ALL the information. How would I do this?

The ellipsis renderer in this blog post would do most of what you want (no modal, but you could modify it to do that).
