How come Search/pagination options do not show for this Datatable?

I've been racking my brains trying to find out why search /pagination does not show up for a dataTable.

The table code is generated by confluence so I dont have much control over it.

I did some more investigation and it looks like if the table does not have a <thead> then the search an pagination does not show.

Is that the way its suppose to work?
