We can't access specify website.

Hi, I'm in charge of infrastructure security at the company.

Some sites are inaccessible throughout the our company. After checking, the sites were all using cloudflaressl.com certificates.

I captured a packet when I accessed the website, and I could see that the client Hello packet was sent from the PC, but the server was not receiving the Server Hello packet.
(Exactly, some parts of the Server Hello Packet are missing.)

After analyzing all the inaccessible sites, they were able to identify the same symptoms, and what they had in common was the use of cloudflaressl.com certificates.

I guess our Public IP is blocked by something like a security system.

We have inquired about this issue with our firewall engineer and ISP company, but there was nothing unusual, and we are now asking you questions so please check this issue and give us a quick answer.

    I've just had a look on our CloudFlare account and there aren't any logged events for 122.55.75.230 I'm afraid. Are you able to access cdn.datatables.net from another WAN IP (perhaps a mobile phone not connected to wifi for example)?

    Yes, we can to access cdn.datatables.net form another WAN IP.
    It's very difficult to me. Fortunately, today sometimes TLS sessions are established.
